The defensive terrain bonuses and boosted entrenchment are valuable for defensive templates. For the 13% increase in IC cost, you’re getting 25-35% defense buffs on some terrains and doubling your entrenchment so there’s some good returns that comes with it on the defensive side even though it could be costly

Really its more just that support equipment costs like a lot of the low end costs for cheap equipment that wasn't that high on the priority list are kinda bungled because paradox just assumes its worth it when its so often just not worth it until you get to much higher combat widths where the cost suddenly shifts to being "Fine."
High combat width meta is the closest paradox has gotten to not fumbling this but they still kinda fumbled it.
Stuff like this is why you see the AI run out of gear in 1940.
