A insane idea, a dodge focused heavy cruiser trying to push a speed of up to 57 with 9 visibility with a bold enough concealment officer, and 50% screen without screen. Effectively the goal is to make the enemy doubt reality when you try to force 6-1% of attacks to hit. (Light->Torpedo)
Its too expensive for the results you might get. You need to spend millions of industrial capacity on a raiding shipbuilder. You need some sort of cheap carrier backup to get enough fighters to stop this from being bomber food.
You can give up 2 endgame speed for some depth charges and a scout plane which at least would complete the capital ship dementia by having a heavy cruiser that tries and fails to counter everything, which is the meme we are dreaming here, but with the 4th engine you can get this speed back.
Stats not seen:
50% Screening without screens, +30% speed from spirits and cruiser officer, -25% visibility from raiding shipbuilder, +10% speed from raiding shipbuilder. -10% visibility from officer.
~10 Surface Visibility, 53 Speed with generic officers. Maximizes enemy accuracy penalty while having enough armor to resist light gun attacks, and an extra half of torpedo attacks will miss.
Navy Spirits: Global Presence+Surface Raiders+Convoy Warfare
No chief of navy, so there is another 15% speed for more dodge (You probably don't need this) or to give you budget for firepower upgrades. If you have a speed naval commander you can actually upgrade this to speed match a spicy torpedo heavy cruiser in case you need an even more psychotic fleet.

Updated version playing into the screen-less screen meme supreme, since the whole point is for heavy ship brainrot where you forget that vessels with the word "Light" in the name exist.
Its not like you can build a destroyer fast enough to keep pace with this (Like you actually can't after the 20% speed boost from your army spirits kicks in.)
I decided the loss in LA piercing was not worth the 1 extra light attack. Its a shame there isn't a special project option for faster torpedo cruisers so I could have a fast Torpedo HC to match this in speed.

@123 Look you don't make the 65km/h heavy ships only navy because its practical, you make it because its funny.
There is beating your enemy, there is them being baffled at all their torpedos having a decimal hit chance when you charged them with zero screens then still somehow took out their submarines. Their escorts, built to ward off subs get sunk gloriously when your raiders have zero indication they plan to be discrete and they have to wonder "Did this MF only build one ship type."
Its meming with a silly mechanic, aka, screenless screening.
In reality, prior to the summer beta you can stack too much attack on destroyers and too much speed on destroyers with light task forces, coastal minelaying, and patrol boats (Weee +70% light attack +40% torpedo attack, and 43-48 base speed,) but destroyers are getting nerfed to the ground deservedly. (Most attack bonuses are 5% instead of 20%.)
This site undersells the destroyer menace because it lacks the -25% visibility from officers and spirits, the -15% from mio's, the mio attack bonuses, and the stupidly strong ~+46% torpedo damage from officers.
At the same time. Strong destroyers are really boring.

@123 Honestly I've just been trying to design good support ships that can be fast enough to back this up, since it looks like only low fighter wing carriers can actually keep pace with it. (Battle carriers work but this feels like heresy.)
I really am just stuck cursing the really garbage base speed on torpedo cruisers.
